A.The connection of the building sewer into an existing public sewer shall be made at the main sewer line, except as provided under §§ 102-98 and 102-99. A cleanout to grade located at the public street right-of-way shall be included in said installation. The owner shall indemnify the Town from any loss or damage that may directly or indirectly be occasioned by the installation of this portion of the building sewer.B.All subsequent costs and expense for the installation, maintenance or replacement of the remaining portion of the building sewer from the main sewer to the residence or place of business shall be borne by the property owner, including the cost of connecting the building sewer to the public sewer at the public street main sewer.C.If, in the judgment of the Town, it is determined that a building sewer without a public street right-of-way cleanout needs repair or replacement, the Town can install, at the owner's expense, a cleanout at the public street right-of-way such that the portion of the building sewer located in the public street or right-of-way can be maintained independent of the remaining portion of the building sewer.D.Any existing portion of the building sewer located in the public street or right-of-way which, upon examination by the Town, is determined to be in need of replacement will be replaced with a new portion with a public street right-of-way cleanout. The replacement portion shall be constructed by an approved contractor. The cost of constructing the replacement portion and cleanout will be at the owner's expense.E.An interior cleanout fitting shall be provided for each building sewer at a readily accessible location, preferably just inside the building's basement wall. The fitting shall contain a 45° branch with removable plug or test tree and so positioned that sewer cleaning equipment can be inserted therein to clean the building lateral.
